The number of cases of missing persons in Chihuahua increased by more than 113 percent from 2024 to 2025, rising from 168 to 358 cases—more than doubling—according to official information from the Executive Commission for Victim Assistance (CEAV).

The Comprehensive Victim Assistance Center in Chihuahua reported that the majority of cases involving missing persons were women.

For example, of the missing persons in 2024, 127 were women and 41 were men. By 2025, the number of missing women had reached 294, while the number of missing men was 63.

In contrast, homicides saw a decrease of nearly 47 percent during the same period, dropping from 524 cases in 2024 to 277 in 2025, representing almost a half.

It is worth noting that the CEAV (Executive Commission for Attention to Victims) is a federal public agency in Mexico, created to guarantee, promote, and protect the rights of victims of crimes or human rights violations.

Its mission is to support victims in rebuilding their lives through the implementation of the Victim Assistance Model at the federal level.

In the case of our state, the agency highlights that victim assistance has been provided in municipalities such as Ciudad Juárez, Chihuahua, Delicias, Ojinaga, Jiménez, Hidalgo del Parral, Saucillo, and Lázaro Cárdenas, through comprehensive services that include psychological, legal, medical, and social work support.

As part of its strategies, the Comprehensive Victim Assistance Center in Chihuahua provides psycho-legal, medical, and legal support, in addition to inter-institutional coordination to refer victims according to their needs.

The CEAV (Executive Commission for Attention to Victims) also provides support with lodging, food, and transportation for official proceedings or medical attention resulting from the victimization.

CEAV figures, obtained through a Freedom of Information request, indicate that disappearances in the state of Chihuahua became the primary reason for intervention in 2025, surpassing homicide, which had been the most frequent crime the previous year.

Specifically, the CEAV reported that in 2024, of the 524 homicide cases handled, 139 involved children and adolescents; 167 involved men; and 218 involved women.

That same year, of the 168 cases of missing or disappeared persons, 127 involved women and 41 involved men.

And of the 181 cases of torture and arbitrary detention, 58 involved women and 123 involved men.

In addition, one case of domestic and sexual violence against a woman was reported. No cases of human trafficking were reported that year.

By 2025, of the 358 missing persons cases, 294 involved women and 63 involved men.

In homicide cases, there were 130 reports involving women and 147 involving men. Furthermore, last year there were 168 reports of torture and arbitrary detention, of which 52 involved women and 116 involved men. In addition, one case of human trafficking was handled, involving a male victim, and no cases of domestic or sexual violence were reported.

Furthermore, as of April 10, 2026, the agency had already provided assistance to 53 missing or disappeared persons. These cases involved 18 women and 35 men.

There were 44 homicide cases, of which 18 were women and 26 were men. And there were 7 cases of torture and arbitrary detention, involving 2 women and 5 men. To date, no cases of assistance to victims of the other crimes listed by the federal agency—domestic and sexual violence, and human trafficking—have been reported in 2026.
