The Chihuahua Anti-Corruption Prosecutor’s Office, an autonomous body in charge of prosecuting state corruption crimes, is “on the heels” of former Governor Javier Corral for allegedly diverting more than 98 million pesos during his administration (2016-2021), after simulating the payment of a debt.

According to the explanation of Abelardo Valenzuela Holguín, Anti-Corruption Prosecutor, Javier Corral diverted public resources in Chihuahua when he created a contract and simulated the restructuring of a debt.

“That resource was diverted in order to award a contract to a private party that was intended to restructure Chihuahua’s debt without there having been any deliverables, much less, with a clear and flagrant violation,” he stressed.

For this reason, Valenzuela Holguín clarified that a judge issued an arrest warrant against the former governor of Chihuahua “for the probable participation in a crime of corruption, classified in the penal code as embezzlement aggravated by a deviation of more than 98 million pesos.”

This measure, said the prosecutor, was the result of an audit issued by the Superior Audit of the State of Chihuahua, which began when Javier Corral was still governor of the state.

“It seems to me that it is a smokescreen to divert funds, there is a clear crime here and a deviation of 98 million pesos that were paid to a private individual, to supposedly restructure a debt, when not only was there no need to do so, but there are not even any deliverables,” he concluded.

Mexico City and Chihuahua prosecutors clash over arrest warrant against Javier Corral

The head of the Mexico City Attorney General’s Office (FGJCDMX), Ulises Lara, and the anti-corruption prosecutor of the state of Chihuahua, Abelardo Valenzuela, entered into disputes over the attempted arrest of Javier Corral, accused of corruption and embezzlement.

“We clarify that under no circumstances was it a rescue as has been wrongly and fraudulently indicated,” Lara said in a statement about his participation in the failed capture of Corral in a restaurant in the Roma neighborhood.

Lara said that “violating the human rights of a person and in contravention of the provisions of the Law, ministerial agents of the Anti-Corruption Prosecutor’s Office of the State of Chihuahua sought, illegally, to carry out a diligence of execution of a judicial order”

The prosecutor said that he went to the restaurant to corroborate the legality of said diligence and there he learned that it was an internal document that did not establish a “collaboration” between the aforementioned prosecutors.

“I was able to confirm that the diligence was sought to be carried out, under the protection of an internal document dated August 14, 2024, which does not correspond to an acceptance of the collaboration, since it is only part of the efforts that this Prosecutor’s Office of Mexico City carries out for its attention,” explained Lara.

He said that Corral clarified his legal situation at the offices of the FGJCDMX, “from where he left on his own two feet, as this Prosecutor’s Office did not have any document or judicial order ordering his arrest.”

Meanwhile, Prosecutor Valenzuela, referring to Lara’s words, pointed out that “it was not a rescue, it was an impediment (…) Heroes are rescued, not those who are accused of a crime of corruption.”

In addition, in a press conference he confirmed that the institution under his charge declared former governor Corral a fugitive from justice and told his version of the events.

He explained that the prosecutor’s office under his charge “presented a request for collaboration to the FGJCDMX, around 8:00 p.m. on Wednesday, in order to execute an arrest warrant against former governor of Chihuahua Javier Corral for his probable participation in the crime of embezzlement.”
